Chatter is when the cutter vibrates.

This is usually caused by cutters that are too long.

From personal experience we were using Trend rotatip cutters, that had a cutting capability of 60mm depth. The noise that was generated when cutting 18mm MDF was unbearable, we then changed the cutter to a max cutting depth of 29.5mm and that worked beautifully.
